Director, Laboratory - Regional / Hospital
In collaboration with the Senior Director, serves as the strategic, operational and administrative leader responsible for developing, implementing, leading and evaluating all aspects of management and accountability for assigned Laboratory Services departments at Medical Center(s), Medical Offices or Regional Laboratory. Leads through department managers, working closely with providers, supervisors, medical office/hospital leaders, and senior leaders to assure the implementation of regionally consistent practices, processes, and protocols to achieve excellence in quality of care, service, access, resource utilization, employee/physician satisfaction and workplace safety. Ensures alignment of lab goals with the organizations strategic initiatives and business plans and that laboratory services meet regulatory requirements as set forth by federal, state and local requirements. Serves as the general supervisor under CLIA when necessary to maintain laboratory services in meeting CLIA requirements. The Director reports to the Senior Director and is distinguished by responsibility for oversight of a regional operation leading an interdisciplinary team, which includes laboratory centers at hospitals or medical centers; supervisory responsibility with both direct and indirect reports through subordinate managers; fiscal management; and quality assurance, affordability and patient engagement responsibilities. Responsible for lab professional practice standards, KP standards of care and clinical competency of staff in accordance with licensure and regulatory requirements; may also perform patient care to the extent necessary to maintain clinical expertise and competency to fulfill job responsibilities.
- Accountable for role modeling principles defined by the Care Experience Standards, the KP Mission and any specific department/organizational initiatives.
- Ensures operational and performance standards are met for assigned teams. Plans, develops, implements, and evaluates department strategies, programs, and policies in partnership with senior leadership by implementing short- and long-range department goals, programs, and policies; supporting business initiatives and strategies; ensuring consistent program interpretation and application; establishing and sustaining strategic relationships with key stakeholders; ensuring service level agreements are met; and analyzing and reporting on successes against metrics.
- Provides leadership through direct and indirect reports to assure member focused high quality, accessible, cost effective care, including interviews, selection, orientation, scheduling, evaluation, coaching, rewards/recognition, discipline, and staff accountabilities. Pursues professional growth and provides developmental opportunities for others by soliciting and acting on performance feedback; building collaborative, cross-functional relationships; training and developing talent for growth opportunities; delegating tasks and decisions; fostering open dialogue amongst team members; executing performance management guidelines and expectations; and working closely with employees to set goals and provide open feedback and coaching to drive performance improvement.
- Responsible for lab operations to achieve business and organizational strategic objectives. Develops and implements business plans into tactical action items; ensuring all policies and procedures are followed; delegating tasks to meet goals and objectives; overseeing the completion of work assignments; aligning team efforts; building accountability for and measuring progress in achieving results; identifying and addressing improvement opportunities; removing obstacles that impact performance; and guiding performance and developing contingency plans accordingly.
- Manages the overall regional and hospital lab budgets, including capital budgets, ensuring spending within the budget allocation; monitors and controls expenditures and provides input and direction to the budget planning process demonstrating comprehensive financial acumen. Includes responsibility for lab sites and equipment; responsible for coordination and management of facilities issues onsite with internal and external vendors.
- Works collaboratively with Laboratory Management, Human Resources, and Labor Partners to interpret terms of labor contracts and Partnership expectations and requirements. Counsels managers/supervisors and addresses urgent issues as needed. Assures communication to and from administration and other disciplines to assigned departments.
- Collaborates to develop recommendations, implement, and evaluate improved processes and systems within multi-disciplinary care teams and across the continuum of care. Addresses patient complaints/concerns and researches and resolves; acts as patient advocate when necessary.
- Contributes toward the overall development of programs and services to provide for the needs of members, physicians and staff.
- Initiates and leads community relations activities to enhance the image and reputation of the organization in local customer service areas; may serve as operational lead and/or representative on various national, regional and local committees and attend events as appropriate.
- Minimum seven (7) years of combined healthcare management and supervisory experience in progressively responsible leadership roles. Additional qualifying education above the minimum education required may substitute for required experience on a year for year basis.
- Bachelors degree in business or healthcare administration, medical laboratory science, medical technology or related science
- Driver's License (Washington) within 1 months of hire OR Driver's License (Oregon) within 1 months of hire
- Driver's License (from any state) required at hire
- Knowledge of regulatory, accreditation, and licensing requirements for healthcare/hospital facilities
- Thorough knowledge of principles of supervision, management, personnel management, financial analysis and budgeting
- Demonstrated effective skills in leadership, building teams and training with the ability to strategically plan and prioritize project resources within limited resources and time allocations
- Demonstrates customer-focused service skills
- Excellent verbal, written and interpersonal communication skills with the ability to make presentations to various groups in formal, informal and impromptu situations
- Demonstrated ability to organize, prioritize and problem solve, including the ability to resolve conflict
- Demonstrated ability to use good judgment and decision making
- Demonstrated understanding and support for diversity in the workplace
- Thorough knowledge of business management, accounting principles and fiscal management
- Ability to perform simple to difficult analyses to help leaders address strategic issues and achieve performance targets
- Demonstrated time management skills
- MT/MLS (ASCP) certification at time of hire/transfer
- Successful completion of an approved, structured program in medical laboratory science or equivalent knowledge
- Labor relations management in highly unionized environment
- Masters degree or higher
