Job Summary:

The Executive Director, Northern California and Northwest Compliance has responsibility for managing the implementation of Kaiser Permanente-s Ethics and Compliance Program for their assigned jurisdiction. General duties and responsibilities encompass implementing Kaiser Permanente-s systems, processes and policies designed to ensure compliance with Federal and State healthcare program requirements at the facility level. Additionally, the Executive Director is responsible for advising Northern California and Northwest Region and Market leadership on compliance and ethics matters, working collaboratively with them to develop and implement an effective and efficient program, and establishing effective relationships and credibility within the facilities and with the Medical Groups. The Executive Director reports directly to the California Regional Compliance Officer, with a dotted line reporting relationship to the West Regional Compliance Officer.


Essential Responsibilities:

  • Advise Northern California and Northwest Region and Market leadership on issues concerning compliance and ethics matters including recommending controls designed to ensure compliance.
  • Work collaboratively with Northern California and Northwest Region and Market leader in compliance and ethics program development and implementation.
  • Establish effective working relationships and build credibility within the region and market to support a culture of ethics and compliance.
  • Interface directly with Northern California and Northwest Region and Market employees and serve as a sounding board for their concerns about ethics and compliance matters.
  • Independently investigate or supervise the investigation of compliance and ethics concerns about the Northern California and Northwest Region and Markets that are raised through the Ethics and Compliance Hotline or other reporting mechanisms.
  • Oversee compliance reporting efforts across multiple business functions by overseeing the evaluation and summary of compliance data, audit information, and potential risks and remedies; identifying and reporting key compliance drivers, liabilities, and performance indicators (for example, adherence to standards, incorporation of new regulations) to senior management; and developing complex presentations to convey key findings to executive leadership and external business stakeholders.
  • Ensure distribution of compliance and ethics policies and procedures and Kaiser Permanente-s Code of Ethical Conduct.
  • Coordinate with Northern California and Northwest Regional Counsels to facilitate communication between the Ethics and Compliance Department and Law Department on legal compliance matters.
  • Identify region and market-level risk areas and assist in developing auditing, monitoring, and oversight processes related to identified risks.
  • Oversee the implementation of corrective actions and monitoring in response to identified issues and audits.
  • Develop monitoring systems and processes for compliance and ethics issues at the region and market-level.
  • Implement policies and procedures that encourage employees, leadership, contractors, and physicians to report suspected fraud or other improprieties without the fear of retaliation.
  • Co-Chair the Regional Compliance Committee, which oversees the implementation of Kaiser Permanente-s Ethics and Compliance program and its Compliance Charter in the region.
  • Prepare monthly compliance reports identifying compliance issues.
  • Implement Kaiser Permanente-s compliance work plan and initiatives and systems to prevent compliance issues from arising within the Region or Market.
  • Act as a consultative resource on compliance and ethics matters.
Basic Qualifications:
Experience

  • Minimum six (6) years- experience in a leadership role with or without direct reports.
  • Minimum fifteen (15) years- experience in health care compliance, health care operations (quality, risk, etc.), audit, finance, regulatory or public policy development, investigations, information security, or insurance/health plan governance or a directly related field.
Education

  • Bachelor-s degree in Health Care Administration, Clinical, Law, Public Health, Business or related field OR four (4) years of experience in a directly related field.
  • High School Diploma or General Education Development (GED) required.

  • regulations and accreditation standards, knowledge of specific state and federal requirements and standards related to healthcare industry.
  • healthcare billing and coding compliance and healthcare program reimbursement regulations and guidance.
  • Microsoft Office, Google Suite, and similar software applications.
  • One who accepts delegation and can make decisions.
  • Exhibit a proactive approach to responsibilities, consistently seeking ways to improve processes, enhance efficiency, and preemptively address potential issues.
  • Adept at managing concurrent tasks, allocating time and resources efficiently, and maintaining high-quality standards across all responsibilities.
