Senior Vice President, Government Relations
Reporting to the Executive Vice President of Enterprise Strategy and Business Development and serving as a key member of the group’s leadership team, The SVP, Government Relations will oversee all government relations activities and outreach, including legislative and regulatory policy management and advocacy efforts. In partnership with the leadership team, the SVP will be an integral voice in the development of KP enterprise strategy and will develop, manage and lead government relations strategies to strengthen key relationships and influence public policy at the state, federal and local levels. Importantly, the SVP will be a passionate advocate and thought leader who relentlessly seeks to advance Kaiser Permanente’s integrated, coordinated, values-based approach to health care – focused on individual and community health rather than service volume in the way that it delivers service and incentivizes physicians and employees. In an era of scrutiny, debate and broad-based concern over the cost and quality of health care, this executive will lead a government relations effort to ensure Kaiser Permanente’s model of improving health outcomes while controlling costs through evidence-based practices is well understood at the national, state and local levels.
Essential Responsibilities:
- Provide advice, counsel and market intelligence to the executive vice president of enterprise strategy and business development, chief executive officer, leadership team and board of directors regarding important policy, legislative, regulatory and public health issues that impact Kaiser Permanente and the health care sector broadly.
- Develop and socialize with senior KP leaders a comprehensive vision, strategy and metric-driven operating plan to advance the policy, regulatory and legislative priorities of KP, in close alignment with the strategic and operating objectives of corporate leadership.
- Foster and promote a dynamic, proactive, can-do culture within the KP government relations team.
- Strengthen relationships with public health officials, state, federal and local offices, as well as legislators, regulators and other important influencers, such as health care advocacy groups, industry associations and think tanks.
- Evaluate emerging trends and issues of strategic importance with respect to legislative, regulatory and public policy initiatives, and develop impact analysis to help inform Kaiser Permanentes positioning and advocacy actions.
- Maintain a regular dialogue and collaborate cross-functionally within the organization, building relationships of trust as a valued strategic thought partner and advisor to senior leadership.
- Develop and present influencing strategies and advocacy recommendations to senior management that advance the health care, research and public policy agenda of Kaiser Permanente, while maintaining positive relationships with key stakeholders.
- Guide and manage the execution of strategies to achieve legislative and regulatory objectives in support of high-quality, affordable health care at the federal and state level, and serve as a policy advisor on issues related to local government and the local community.
- Oversee the preparation of policy papers, briefings and legislative actions, and produce accessible and effective written briefings on complex topics for internal and external audiences.
- Manage advocacy efforts that include campaign management, grassroots initiatives and tools to support core lobbying activities.
- Represent Kaiser Permanente in participation with industry associations and interest groups and engage in health policy discussions and community health activities.
- Recruit, retain and mentor team members to perform above expectations.
- Manage external consultants and advisers as appropriate and manage budgets accordingly.
- Minimum fifteen (15) years experience with progressive responsibility and demonstrated performance.

- Seeks new challenges and is energized by exceeding targets. Demonstrated experience working directly with government officials, including advocating before Congress and/or the Executive Branch on behalf of public interests, trade associations or any other relevant organizations.
- Existing network of relationships with relevant trade associations, elected officials, legislative and regulatory staff and other key health care industry influencers.
- A proven track-record of success partnering with senior leadership in a complex, high-performance environment.
- Demonstrated people leadership skills and experience leading, developing and mentoring large teams.
- Highly talented and strategic government relations and public affairs leader with experience operating in large, complex, diverse health care organizations preferred.
- A bi-partisan leader with deep expertise in government relations and advocacy efforts at the local, state and federal levels on both sides of the aisle.
- Creates a two to three-year roadmap for KP’s government relations strategy and translates broad enterprise strategies into clear, specific policy objectives and plans.
- Identifies significant issues, opportunities and regulatory developments early and prioritizes the most critical factors in making decisions and developing advocacy plans.
- Makes plans to address changes or trends in the external landscape and takes quick, decisive action.
