Director, Behavioral Threat Management Program, Security - Southern California
- Prepares individuals for growth opportunities and advancement; builds internal collaborative networks for self and others. - Oversees the operation of multiple units within a department by identifying member and operational needs; ensures the management of work assignment completion; translates business strategy into actionable business requirements; ensures products and/or services meet member requirements and expectations while aligning with organizational strategies. Gains cross-functional support for business plans and priorities; assumes responsibility for decision making; sets standards, measures progress, and fosters resolution of escalated issues. Communicates goals and objectives; analyzes resources, costs, and forecasts and incorporates them into business plans; prioritizes and distributes resources. Removes obstacles that impact performance; guides performance and develops contingency plans accordingly; ensures teams accomplish business objectives.
- Monitors and prevents security incidents by: planning, developing, and implementing strategic, large-scale, region-wide programs to detect criminal violations or hazardous conditions in order to reduce crime, limit property loss, improve safety of physicians, employees and members, and minimize liability; developing relationships with internal department stakeholders and collaborating with local and regional law enforcement and other government agencies to better assess security risks and respond to incidents and inquiries; ensuring that compliance plans are robust and attending to continuous improvement of plans; holding teams accountable for driving security and risk assessments, consulting with management to identify and mitigate liability and risks; and using strategic thinking, expert judgment, and discretion to drive resolution of highly complex escalated issues using multidisciplinary methods.
- If applicable to the role, supports facility access control plan by: as relevant, developing guidelines for facilities access control, which may or may not include key control, ID badge management, locking and unlocking doors, providing emergency and after hours access as appropriate, providing escorts to sensitive areas, traffic control, and vendor/patient/visitor/personnel access management; and may or may not include working with leadership to promote accountability for compliance with access control plan.
- If applicable to the role, develops strategy for security and threat incident response by: if relevant, maintaining general awareness of all current emergencies, disasters, and other incidents at facilities, with consideration for their impact and severity, driving communication across teams; as appropriate, influencing strategy and/or holding teams accountable for appropriate and effective response to incidents emergencies, disasters, burglaries, and uncooperative or combative individuals; as appropriate, developing selected strategies for emergency response (e.g., lockdown procedures), based on the known risks; as appropriate, developing and leading incident response training programs for security staff, employees, and physicians; as appropriate, overseeing security incident investigations; as appropriate, using advanced subject matter expertise to oversee improvements based on security incident analyses; as appropriate, orchestrating efforts to compile information on potential internal and external threats and facilitating strategic planning to minimize threats with local Threat Management Team; and as appropriate, gathering, reviewing, and disseminating internal and external safety/threat related intelligence to facilitate improvements in incident response.
- Complies with safety and security policies and procedures by: using expert knowledge of safety and security laws, regulations, policies, procedures, and standards to develop security strategies and concepts and champion the dissemination and implementation of the strategies and concepts; developing and leading training programs for security staff, employees, and physicians; driving a culture of continuous improvement and ensuring department policies are updated, as needed; and influencing and developing standards and holding Security managers accountable for appropriate application of knowledge and skills learned through training.
- If applicable to the role, drives continuous improvement of security systems by: as appropriate, championing, creating, and implementing long-term plans to integrate cutting edge security technology design standards into new construction, renovation, and/or life cycle replacement projects in accordance with organizational initiatives; ensuring teams needs are met in adapting to security technology changes and ensuring effective collaboration with internal stakeholders (e.g., Information Technology, Risk Management); if applicable, leading teams to conduct industry analysis and ensuring best practices are applied; if applicable, serving as a subject matter expert to align teams recommendations for security solutions for new construction, renovation, and/or life cycle replacement projects with region-wide and national strategic plans; and if applicable, defining and communicating processes and procedures for maintaining and actively monitoring alarms, detection devices, and other physical security devices.
- Minimum six (6) years of experience establishing and managing threat management projects/programs.
- Minimum six (6) years of experience in a role supporting senior leadership, optimizing projects/programs through continuous improvement to effectively align people (staffing), processes, and technology.
- Minimum three (3) years of experience engaging and aligning stakeholders through formal change management processes.
- Bachelors degree in Behavioral/Mental Health (e.g., Psychology, Social Work, Counseling, etc.), Nursing, Health Care, Public Administration, Business, Public Health, Disaster Management/Response, Forensic Sciences, or related field AND minimum ten (10) years of experience in consulting, project management, data analytics, behavioral threat assessment and management, clinical operations, or a directly related field.
- Driver's License (California) required at hire
- Knowledge, Skills, and Abilities (KSAs): N/A
- Certified Threat Manager (CTM)
- Master's degree, or equivalent, or higher in Law Enforcement, Business Administration, Public Policy, Healthcare Management, Criminal Justice, Corporate Security, Security Management, or related field.
- Membership in Association of Threat Assessment Professionals (ATAP) or similar professional organization.
- Four (4) years experience providing evidence-based, data-driven behavioral threat assessment and management case assessment and management consultation services.
- Five (5) years experience in program transformation initiatives.
- One (1) year of Labor Management Experience.
- Five (5) years experience interpreting and applying regulatory requirements.
- Four (4) years experience using structured professional judgment approach to behavioral threat assessment and management practice.
- International Association for Health Care Security and Safety (IAHSS), Member of American Society for Industrial Security (ASIS), or similar professional organization.
- Project Management Professional (PMP)
- Four (4) years experience working with intermediate Excel functions, including VLOOKUP, pivot tables, and formulas.
