Job Summary:

In addition to the responsibilities listed below, this position is responsible for performing continuous inspections of all aspects of construction and renovations as qualified by the Class certification including all structural aspects with documentation in accordance with AHJ requirements at assigned locations.; reporting discrepancies to the General Contractor, Project Manager, and Architect/Engineer of Record and works with Project Team for resolution; reviewing the plans and specifications for inspections; reviewing contractors schedule and develops inspection plan that ensures compliance with Contract Documents and applicable codes; maintaining an on-going list of work to be corrected and/or completed by the General Contractor in accordance with approved plans and specifications; scheduling and coordinating regulatory agency inspections, including OSHPD field personnel and local building department personnel; identifying potential construction conflicts to Project Team and promotes equitable resolutions; reviewing General Contractors Request for Information and assists the Project Team in determining if Regulatory Agencies review is required; facilitating Regulatory Agency field review of Instruction Bulletins and Change Orders; informing team members with observation and compliance updates; reviewing and verifying the accuracy of Change Orders and General Contractors monthly progress payment requests with the Project Team; and ensuring all work is in accordance with the NIS Quality Assurance Governess Business Line including reporting criterion and as specified by local AHJ.

  • Supports with construction operations by: providing technical guidance and coordination with the support team following broadly defined parameters; using judgment and discretion to develop solutions to resolve moderately complex problems; and establishing a communication network between the project team and other internal and external personnel.
  • Supports with construction deliverables by: working on multiple moderately complex organizational projects from initiation to close-out; developing, analyzing, and executing project plans which include scope identification and management, schedule, inter-dependencies, and resource forecast; assisting and monitoring project financials; monitoring project performance against plan, ensuring measurement of business benefits and outcomes, and makes adjustments as needed; coordinating with project activities related to organizational change management (e.g., development and execution of user adoption, implementation, and training plans) as defined by the project; and driving allocation of resources, establishes schedules, and task assignments to ensure established project management practices are in place.
  • Contributes to vendor relationship management by: overseeing vendor assessment and provide support to analytics processes (e.g., gathering data used to report out to senior leadership as requested, sharing frontline experiences for process improvement); and independently assisting vendors with challenges meeting financial and/or safety criteria for the qualification process.
  • Provides KP compliance consultation by: coordinating with other internal teams to ensure technical systems and processes are used and maintained in a manner that ensures compliance with all relevant regulations and standards; and consulting with operational leaders, risk managers, and facility directors to ensure compliance with relevant government, accreditation, and industry standards and initiatives at the service area, regional, and enterprise levels.
  • Contributes to the management of knowledge and documents by: providing professional and/or technical guidance to team members using advanced knowledge of policies and procedures; developing. reviewing, and updating template documents independently; and facilitating training and knowledge management practices to increase knowledge (e.g., Business Process Package, Community of Practice).
  • Supports the use of data and metrics throughout construction management process by: performing moderately complex data entry, and independently supporting planning and scoping; and utilizing advanced knowledge of metrics to monitor and improve upon their own performance.
Minimum Qualifications:


  • Minimum eight (8) years of experience in building projects of Type I or Type II construction as an architects, engineers, owners, local building officials, or general contractors representative in technical inspection of major structural and nonstructural systems and components of buildings, planning, architectural, design, engineering, CADD, hospital/medical facility, health and safety administration/management, construction estimating.

  • Minimum one (1) year of experience in a leadership role with or without direct reports.

  • Bachelors degree in Engineering, Architecture Construction Management, Cost Estimating, Business Administration, Computer Sciences, Finance, Law, or related field AND minimum three (3) years of experience in construction management, field construction, design, construction/project management software, procurement, contract administration, a directly related field OR Minimum six (6) years of experience in construction management, field construction, design, construction/project management software, procurement, contract administration, a directly related field.


  • Division of State Architect Project Inspector Certification Class 2 OR California Commercial Combination Inspector (ICC) - I5 Certification OR California Plumbing Inspector (IAPMO) Certification OR Electrical Inspector (ICC) - E5 Certification OR California Combination Inspector (ICC) - I8 Certification OR Combination Inspector (ICC) - C8 Certification OR California Commercial Electrical Inspector (ICC) - I2 Certification OR Commercial Combination Inspector (ICC) - C5 Certification OR Registered Construction Inspector Division II Building (ACIA) Certification OR Division of State Architect Project Inspector Certification Class 1 OR Hospital Inspector Certification Program, Class A (California)

  • Eight (8) years of experience on type 1 or 2 construction, as a code official for HCAI, DSA, local jurisdiction; or other eligible building/code enforcement experience while in current possession of one or any combination of certifications.
  • Membership from American Institute of Architects (AIA).
